Peran Partisipasi Ibu PKK dalam Musyawarah Pembangunan Kelurahan (Musbangkel) Studi Kasus Kelurahan Wonokromo, Kota Surabaya 2023

Abstrak

In the implementation of the Village Development Conference (Musbangkel), the community is given the opportunity to convey their aspirations regarding the village development process that will be implemented. However, in reality, Musbangkel often does not fully become a medium for aspirations for the whole community, including women's groups. Their presence is only a complement to the administration, so that a societal stigma arises that women are a second class group. This research aims to determine and analyze the participation of PKK women in decision-making involvement through Musbangkel in Wonokromo Village, Surabaya City in 2023 and to identify the factors that influence their participation. This research uses descriptive qualitative with purposive sampling technique whose data collection techniques include observation, interviews and documentation. Next, the data is analyzed by condensing the data, presenting the data and drawing conclusions and verifying the data. The research results show that the participation of PKK women in decision making through Musbangkel in Wonokromo Village in 2023, overall is quite good. Various aspects of participation, such as attendance, contribution of ideas or thoughts, discussion, as well as rejection or rejection, have reflected the principles of participation in decision making according to Cohen and Uphoff's theory. Meanwhile, participation factors referring to Margono Slamet's theory show that the internal factors that influence PKK women's participation are income level and livelihood. Meanwhile, external factors are communication, social climate, opportunities to participate and freedom to take initiative and be creative.
